Its to allow differing rates of expansion when heated. The main reason that solid cast discs warp is that they are clamped by the wheel hub and cannot evenly expand. A two piece construction allows the rotor section to expand evenly and avoid warping.

C'mon, that was a beautifully succinct answer from Brit.
The original design brief was for racing/sports use not re-purposing, but there's probably no reason why you can't reuse. Just inspect the <beep> out of those hats every time you change discs - maybe change the hardware/fixings at the same time, innit.
