Rev limiter question

The lower red line on the rev counter when cold is a new one to me. Out of interest - and not because I intend to bounce off the limiter on a cold engine - does the limiter cut in at the lower level until such time as the engine warms properly. Or is it just a warning?

Yes, hard limit until temperature reached.
