50mph average speed cams on M3 by M25

Just something that's been bugging me for ages - I often head out of London on the M3 and when you reach the M25 it has that part where it drops to a 50mph average for about a mile or so. I always slow down and drop to around 50 as I don't want to test my luck BUT I always see people hoon past and they've gotta be doing at least 70 all the way through it. Are these people just the monkeys of our society who will end up with a ticket, or do those average cameras not actually work on that section?!

I've seen loads of other average speed areas where most people seem to stick to the average (thereabouts) but the M3 one lots of people just don't really seem to bother.... I can't get my head around it. Do they know something I don't?!!

bummer, was that in an average speed section?

I was tailing a dark Blue Noble M600 through an average speed section of the M1 a couple of weeks back (reg plate F1 HLL with a wipsy white haired chap driving it, wonder if it was actually him), and he was doing around 10% more than the limit, but i had to keep up - the back end of the M600 is so mesmerising, plus i thought when we both did finally get to the end of the 'average' section we'd have the obligatory 'let's floor it' moment, but he didn't want to play... would've pulverised me if he did i reckon!
