I suspect the B9 RS4 will have an all new engine development, with drop in cubes and forced induction. Thinking 4.0L TTFSI V8 one per bank, in excess of 450hp.

You might be right about using the V8 turbo, but I don't think it will have that much power. The best example of a recent RS car is the TTRS, which, with "only " 340 hp but very good weight figures is manages an R8 like 4.6 sec to 60 mph, which in my book is pretty amazing. Audi said that the new trend is in weight reduction more than hp battle, so an 1500+ kg RS4 with 400 hp from a turbo engine with at least 52/48 weight distribution front/rear, 60/40 quattro an the new active differential should be a hell of a car. I too think than it will be the 4.0 TFSI V8, but in my dreams I see the 3.0 litre from the S4 but with 2 turbos on top of the engine between the V, like the new X5/6 M engine.
thinking more generally, the days of 5.0 V10 TTFSI are numbered. . . the trend is for small turbo/super charged engines with better efficiency gains. This is seen in the B8 S4 and also the 1.4TSI engines and the 1.2TSI coming on the new Polo - these engines could be good for 200bhp which is pretty good going for the size.
So extrapolating this makes sense the RS4 B9 is a perhaps the 3.0 twin turbo, or 4.0 V8 as mentioned.
But another side of me thinks that RS's are the execption to the rule and so they should stick to V8's - add a Milltek non res - and need say no more !

Given they have just start production run on the facelifted C6 RS6 and now have the TT-RS and here is already an RS5 in the pipeline and possibly an RS3 plus Quattro GmbH only has capacity not to build 2 RS models at a time, I would still tend to suggest we won't see another RS4 variant until the B9 facelift which is likely to be 2010 earliest, morely likely 2011.
