Bonnet release cable

I wonder if someone can help, or have a look at theirs. Attached is a picture of the bonnet release cable that goes from the engine bay into the drivers side footwell to the bonnet release leaver.

I am getting water through here and wondering if there is a rubber watertight bung missing. There is a smalle rubber washer inside the hole, but is too small to have slipped through.

Could I just fill this with silicone?

Yep, according to ETKA there should be a grommet there. Part number 8D0 823 591 A.

I would guess that the small bung is what's left of the old grommet.
