Is there not something that says if the letter cannot be delivered the they cannot do anything?

Got a reply today from Dorset plod, the photos provided show the van parked in a different place from where the photo of the back of the car was taken, and infact not in the location they claim at all.... this is a load of cobblers......so its all got to be handed to the Anti Rip Off squad, aka Mr Loophole...

I see in the newspaper the other day that Freeman defended Tiff Needel against a 94mph charge and the case didn't lead to a conviction.
