Fill the buckets from the tap. I remember reading somewhere that a hose is considered a hose if longer than a couple of feet.
There's plenty of caveats so speak to your local supplier as they're all slightly different.
Eg. I'm with Veolia Central and I'm allowed to use a domestic garden irrigation system.... as long as A: It's the drip-type (no sprays) B: It's on a timer and C: I have a water meter.
* As I don't have a water metre, they will install one on a 12 month trial (which I can then have removed if I wish).
