What is rightmost 'stalk' on instrument cluster?

This stalk was missing on my RS2 when purchased. The dealer (an Audi agency) said it was for use during servicing and there was no stalk there normally. However p40 of my instruction manual shows the stalk, beside the fuel gauge, but with no explanation.

it should actually be flush with the clear lens of the dash panel. the special tool to adjust it is a piece of tube with an internal spline that slips over the stalk. to be fair i just drove around until my fuel level warning came on then adjusted the gauge to read at the top of the red but there is actually a procedure to set it up correctly
