Odd symptoms on exhaust valves

Ok. Getting some strange symptoms on one exhaust valve.
One works fine in S button etc.
The other was seized shut. So I freed it up and applied wd40 to it every few days fir a couple weeks. Now it seems to be closed when engine off and if I force it open once the S button is on, after a few miles it closes again. But doesnt even open by its self. Could a diaphragm or similar be shagged inside the valve?

Also slightly related if one valve is opening and the other isn't will this effect the engine running correct with different back pressures?
