Good question. If you're thinking about mandatory 3rd party cover, that's something in force in terms of the Road Traffic Act 1988 - so to deny cover on a piece of tarmac in Germany wouldn't be illegal.
Not sure what the Euro laws are on compulsory 3rd party cover - if there's a similar requirement for mandatory 3rd party cover then I would have to refrain from going round the 'ring in those cars, on those policies (as I would do anyway on the basis my cover didn't extend to them)

Isn't there a similar exclusion on the road around the arc-de-triomphe in Paris? Might be urban myth
