Is this a bumper off job in order to replace this?

If you are talking about the front splitter then no it's not a bumper off job. Just need to jack the front up a bit, remove the front undertray (screwed on but be careful as you remove it as there is a wire clipped to the front edge of the tray on both sides) , remove the radiator undertray section (just pulls off) then unscrew the splitter. Think there are a few screws from the bottom then a couple at the back of the splitter pointing towards the front of the car.

Mike do you know how to remove the fins on the bumper, can these be removed without taking the bumper off.

They have the little metal clips on the back of them as far as i know as a few have tried to just wiggle and jiggle off but with no luck.
You need to remove bumper and do it that way..
