20mph zones

For the last few months I keep noticing that most of the 30mph zones are being changed to 20mph and some of the 40mph to 30 zones. There is one section near my folks' house where it is now 20mph and it is a long open stetch of road. It was just rediculous driving at 20 along here! I am from Lancashire. Is this similar in other parts of the country?

in London, the borough of Haringay got approval from the police to change any 30mph streets they wanted to 20pmh ... but the police said they will not help enforce it

its all part of the anti car campaign
