That is not the ring taxi.

Ring Taxi's are BMW M5's and run on the Nordschlieffe, not the GP track.

I thing those fellas were linked to a race team (VLN perhaps?) and were giving people passenger rides on the GP track.

The driver of the car that is hit is Tonio Luizzi the (ex) F1 driver. The driver of the other car is probable Scott Speed who was the other Torro Rosso driver.
