Range Rover service - having a laugh

Got the Range Rover serviced yesterday from my local main dealer. Car is 2 years old with 15,000 miles. Get an email with a little video of the car on the ramp showing my the pads and discs are 60% worn. Big deal I think, still 40% left (ok, a bit less as you can't run to 100% worn 
). Then I get another email with the inspection report and the brakes are highlighted as RED in the traffic light scale and the message is "brake pads and discs 60% worn. Advise new discs, pads and sensors". Then the service guy calls me and says "the car is still on the ramp with the wheels off so should we go ahead and replace the brakes. Cost is £1600". 
Since when should a dealer be strongly advising to replace brakes at only 60% wear. Who replaces anything when it's only a little over half way through its life. When I said this to the service guy he said "I agree, I would wait if it was my car" so naturally I then said "so why are you flagging this as a red issue and clearly pushing me in the direction of replacement". Muppets.
The wife has definitely edged over half way so best I trade her in for a new model too.
