My eyes!!! I'd hazard a guess that it belongs to someone from the Middle Eastern region? Seems to be a popular choice amongst them. Not so much monstrosity more like full on unloved! It was in the same state on the other side and looked like had been driven repeatedly through an African Bastard Bush and then attacked with a rake. Seen in Brent Cross Tescos car park.
