You need a TV license for watching live broadcasts on any Channel if it's BBC1, Channel 5 and even Sky. You don't need a TV license for catch up tv. You can opt out of a TV license there is a form if you don't watch live broadcasts.

So its USE not technical capability that is the key factor.
BUT recording programs as they are broadcast (to watch later) counts as USE.
As does USE of iPlayer, even for catchup, so beware that one.

Having a TV set and just using the display for games or non-iPlayer catchup is fine.
Probably best not to connect any aerial or dish though...…
