yes, by law you have to have a front number plate... but the fine for not having a front number plate is about 30 times less (I think it's still only £30) than the potential fine for mis-spacing the letters on a number plate. Go figure.
I know people who drive around with no front plate all the time and when they get stopped they just act like it falls off all the time and then they promise to get a new one made.

Yellow Mini One, AmD tuned to 130bhp, K&N induction kit, Milltek cat-bac exhaust, go-faster bonnet stripes (at least another 10bhp!)
