Could be something as simple as a pcv valve.

did the oil consumption issue start after the carbon clean?

yes-if any carbon entered the bores it may have scored it
even the pro garages ruined a few cars back in the day when they first started carbon cleaning them
its always a possibility that it has a breather pipe issue etc too though with the manifold having been removed

the breather pipes/pcv valve[crankcase vent valve] are at the rear of the engine-there are a few pipes there-it collects the oily fumes and allows them back into the engine
if the bores are scored enough to cause your issue it would be picked up with a borescope examination and/or or a leakdown test[normal compression check will still probably show decent even if its got an oil habit]
some folk do complain of a bit of oil usage with them tbh-mine hasnt moved in over 1k on the stick-and i try to be hard on it once warmed up at least once in every drive out

You had a compression test done? Only takes about 30mins.
My B7 was using abit more oil then normal, replaced the PCV valve with a new genuine one, £160 and 2 hours on the drive its now used alot less oil.

compression test very basic ad not the beat for fault finding/oil use
a leakdown test/borescope far more useful
if it were mine i would change the pcv valve and check all the pipework before doing anything.....

what Arthur.d says to do is the only way to find out if the bores are damaged. A little bit of carbon in the bore is unlikely to score the bore, but it 'could' become lodged in a compression ring and over time mark the bore. It sounds like you've taken on a job that perhaps you shouldn't have done - no offence.....
If you have got a damaged ring, bore scores, then asking 11k is imo still too much, you won't get another enginer for less than £5k, then there is the labour on top to replace it if you can't do that yourself, then there are other things you find whilst doing it that will need replacing like clutch, dmf (another £1500 - 2k). Sorry to sound so depressing about it, but I know from taking these things on myself over the years what it can be like. Before you know it you've invested £20k on a car that still has 40k miles more wear and tear than other £20k cars.
Your best off having it borescoped (a tiny camera looking down the bore internals via the spark plug hole once the plug is out). If no obvious signs are on show then replace the PCV valve, check the breather hoses too. Also check you've not damaged any valve stems as any scoring on them will allow oil through the guide and will mean a new valve and guide will need fitting by an engineering Shop after the heads been removed and fully stripped! Also very labour intensive.
Where about's are you located? Maybe someone local that knows what they're doing can help you out with a diagnosis? Its not something you can do over the phone/online, it needs testing and looking at.
On another note, is it actually using oil? You say it puffs out smoke on start up, and occasionally whilst driving. Are you sure it isn't black smoke - unburnt fuel. Something6 6the DPI engines are renowned for doing?
