Ive recently replaced both bulbs for 50 quid each from halfords and the ebay ballasts seem to have fixed the issues.
it appears the B7 had a crazily expensive balast and they are close to £400 and a lot of people saif that what i would be looking at when mine went. I can confirm the 30 quid ones work fine however.
