Basically, when questioned, they didn't disable the engine on the car, and said that the reason for this is that they need to wait for the car to be motionless for a minimum of around 5mins before they'll actually cut it. They claimed, legitimately so, that if they cut the engine when the car slows or is just stopped for a second, it could be pulling onto a motorway lane, a large roundabout, on a blind bend or something similar, where a stopped car is dangerous or, bizarrely, the thiefs could get out the car and get hit by another car, and the Security company or owner could end up in court getting sued.
