New S3 vs current RS3
Back on topic, the only answer to the op's question is one of personal taste based on personal experience.
IMHO no S will replicate an RS, an RS is a rounded package of answers to an entire series of driver focused needs, an S is a compromise; in most manifestations an RS is a no compromise answer.
Audi and BMW manage the same issue slightly differently but essentially achieve the same result. The new 3 series gets pretty close to the last gen M3 on paper; driving puts pay to the stats....back to the 'entire package' point....

I have just done 500 miles in a 3.0 diesel A5, driving my normal style I managed a tank average of 35.6.....only 10 to the gallon better than an RS. If that doesn't give 25mpg context I don't know what would.

checked the missus TT 1.8T 180PS today.
3,000 miles ... 34 MPG

my 8,000 have been 80% Motorway miles
so I would say 25.5mpg over 8,000 is in the upwards range of "best case"
300 miles to a tank is average if you run to about 10-20miles range on the DIS.

Mines a daily commute. About 19,000 miles now and get about 28mpg and 340 per tank.
Worst in recent memory would be 280 and best 380.

Mpg will improve - takes a long time for the engine and drivetrain to loosen up.

I find it incredible that the new S3 doesn't have torque vectoring for its Haldex. Even the Nissan Juke can so this!
