A car can be chavvy when it has stupid bright coloured wheels, massive stick on exhaust, stupidly low. You know the cars that teenagers drive. You see them meeting in car parks, the corsas, civics etc.

I do agree that the focus RS looks chavvy (that spoiler just kills it) and the RS3 isn't chavvy but it certainly is getting there (in some cases). I think AdamRS has an example of a non chavvy one. Believe there is a thread on it in this section.

I know what he means chavvy but I can't really explain it. My mrs used to take the mick out of me in my octavia vrs saying it was chavvy (as did many others).

I think that all hot hatch's are chavvy cars. Focus, RS3, Astra VXR, Escort turbo etc etc. But as said above I am not saying they are rubbish, they are all quick well performaning motors.
