they are prob within the headlamp unit, like the MK1 TT

Eh hem... what is all the fuss about it having no front fog lights... If you take a peek behind the grills there are is a radiator for cooling. Fog lights would obviously block this. That said if you have adaptive cruise the radar does obstruct the grills somewhat. Will have to have a look to see if there is a radiator both sides or just the near side.
