2013 RS5 Misfiring Issue. Timing? Help please

Hi guys,
New RS5 owner here, glad to be a part of the group! I just recently purchased a 2013 RS5 with 50k miles on it, and had some questions. I bought the car with a supposed timing issue. The car currently has a permanent check engine light(even after cleaning the codes). It still runs and drives but will misfire at high rpm. The car takes a long time to start(10ish seconds) and will occasionally rattle on startup/ soft revs. The code that comes back after clearing is P001700, along with the misfire(only occasionally if revved high). The car is also definitely down on power, it doesn’t necessarily feel like limp mode but also isn’t making full power. I’ll attach some pictures of the codes and some videos of the startup. If anyone could help me confirm if this is truly timing or something else, that would be great. I’ve seen some posts online about camshaft solenoids and am thinking it could potentially be that. Also if it is timing is there anything that should be done while the engine and trans are out? The car also definitely needs new brakes so if anyone knows a cost effective way to get those that would be much appreciated. Thanks so much in advance!
