Info on Audi S4 wiring

Hi,
I was wondering if someone could help me.
My car was in a small collision after some idiot went straight through a stop sign. Only minor damage to the front wing and bumper.
BUT the insurance assessor says some wires behind the wing have been cut and he is saying that this loom goes through the whole car and isn't worth fixing.
Would this be right? I don't understand why a car like this would be built in a way that if a couple of wires are damaged that the whole car would need stripping apart.
Or is he just full of crap as a couple of people think so?
