Why do 12v sockets only work with the engine on?

Never had this on any other car (incl other Audi). Means my trickle charger doesn't work (via the sockets), nor does the tyre compressor 
Is it part of the general dumbing down of everything in life these days? (we can't make it live in case someone runs their battery down, or in case baby Tarquin sticks his finger in it).
