2009 model here also, only changes up in manual mode when hits redline. Reckon it could well be s/w protecting the engine at low mileage as mentioned

in Sport mode, from the M6 tolls ... it hit the 7k limiter in each gear

AND

I managed London to Manchester to London on one tank ... 370 miles !
