Yes, that is the off side fuel tank strap rear fixing, not fixed at all !!!!
Was just doing my spring inspection early with the weather being good and just happened to notice this purely by chance, glad I did!
This has clearly been like this longer than I have had the car, 70K plus miles, many years! Now off to resolve this, I hope it goes back up there without too many issues.... I believe the 2 straps are the only thing holding the tank in situ above the rear sub-frame. You gotta wonder if it left the line on day one like this...

The Ford Sierra had a similar strap. One I bought had a spare strap in the boot, first time I brimmed the tank most of the contents leaked onto the road when the tank dropped and pulled the filler out. I found out why - the PO had tried to replace a rusted strap, sheared off the retaining bolt and gave up, spending the next few months putting no more than 2 gallons in the thing.

Sorted now Jim, wasn't too difficult to get back up there, and of course the bolt was already fitted, and funnily it was tightened in place?!? I had to half remove the strap to get the bolt out (the strap was in the way) so some idiot must have gone out of their way to create that faux par

I brim my tank every time, I guess I've been lucky it didn't create other problems, it seems not to have from what I can see.
