Crusty jacking points and snapped alternator belt

Hi all,
Has anyone had any issues of the jacking points on their cars being really rusty? I've just had my car up on the jack to change the drive belt and it pretty much went straight through the sill. Is there a repair for this and is it an mot failure ?
My car has full service history yet going through all the receipts the drive belt has never been changed which was quite annoying as it snapped on me leaving me stranded the belt was very perished which doesn't surprise me being 16 years and 130,000 miles old. It's a bit of a pain to change ! Hopefully not regretting my purchase !
