Secondary Air Injection code

Any ideas what could be causing this?

17831 - Secondary Air Injection System; Bank 1: Insufficient Flow
P1423 - 35-00 - -
:blackrs4: B5 RS4, MRC Remap, Milltek, RS6\B7 Brakes, Black\Carbon

I get this code ocassionally - secondary air pump could be on way out, or thermostat controlling it (?) thinking engine is not up to temperature (again- ?)
Will be removing the thing if I ever get round to a remap
