Will a Ross-Tech serial number give me the full version?

I've had a look at Ross-Tech.com and I see that you can order a serial number for $99. I already have the USB cable (cheap one) and it works fine however i want the FULL version to work.

Will getting a serial number give me EXACTLY the same functionality as getting a dongle?

I know I won't be able to move it between PC's but that's fine.

You will be able to have a fully working version 409. you still won't be able to use version 607.

not sure on that front. I would say go with the full latest version if possible
