It is true that pads have to be technically approved, which can be verified by an "E"-number plus the regulation used ("90R" / "R90") printed on the pads.
I have however never had any problems w/ pads during my many TÜV inspections, b/c one can rely on the fact that ANY pad sold in Europe MUST have said approval. Otherwise it would be illegal to sell them in the first place.
I can only imagine getting into problems when you source them from abroad. And these problems may actually arise even before TÜV, b/c customs inspectors will deny entry of such goods into the EU.
