Some information, but may not answer all your concerns.
It's a public toll road, German traffic laws apply Iincluding speeding!!!).
If you have an accident - you have to pay for the armco to be fixed + potentially any downtime the @Ring suffers.
If you drop oil, and a car behind you spins without you having warned oncoming traffic - it's down to you.
I mention all that because most UK car insurance provides insurance for normal public road driving, but try to exclude the 'ring - but check your own. You are not "racing", just taking in the scenary.
I know of some UK companies that have paid for the insured's damage, but not that caused to other parties on the 'Ring and for the armco.
It's a minefield, but these are supposed to be the experts. No affilitiation etc.
