You would probably strip the threads first. Red loctite would work though!

I've been looking at things and one thought is to emulate what some cyclists have done.
Been playing with some options and 8mm ball bearings fit in the bolts. 9mm are just too big and you'd need to hammer it in and I suspect be bloody difficult to remove.
I think using superglue and then painting black would be very effective. The glue is easy to remove with acetone so it is possible to remove in a reasonable time.
Whilst not a true security option I suspect that trying to deal with the bolts (even if you know about the methods to remove them) in the dark with limited time would be possibly something to deter.
The other advantages are that it doesn't damage the bolts, is very cheap, and does not compromise safety.
