I think the wiki page explains it quite well.

"Real" CF on it's own is like a sheet of fabric, with the "Carbon Fibres" woven together like fabric. It has NO integral strength all on it's own. It is combined with "plastics" (injected into the fabric or samwiched between layers) to make it rigid.

I "real" CF roof, by definition would be akin to driving along with a very strong bed shet flapping around above your head. It is only the introduction of the bonding plastic agent that makes it rigid.

different kinds of finished can then be applied, like the gloss transparent plastic on the RS4 dash, or even painted, as described above.

A Carbon-Effect finish is just plastic that is is printed or painted with a Carbon Fibre Effect pattern, but actually has no carbon fibre in it.
