headlight washers

Hi there
just wandered if anyone had experienced the headlight washers not fully retrecting after use??? if so can they be reset??. Car is a second car and only does 8K a year, there for could it be lack of use?

there's some fairly strong springs in there to pull them back down, are they easy to pull out by hand?, could be a broken spring or just sticking

Near side washer seams to be about 3mm from closing down tight. happened after a couiple of days of cold weather, during which the car was not used. offside one seams to be closed but not as tightly as it use to.

checked both and they can't be pulled out by hand at all!
