Thinking of fitting a Tanoga Short Shifter on my otherwise standard S4 - anyone know whether this is a declarable modification for insurerers or could it be considered as a factory option along with the other extras my car came out of the factory with 
Yes it is declarable because it is not the same specification as the OEM shifter. Some insurers (NFU Mutual for example) will not charge any extra premium for a short-shifter.
