Alloy Wheels X Concrete Spots??

I typically used Bilberry wheel cleaner with good effect, however I seem to have some spots on the front wheels only that its just not shifting. It appears to be a (concrete type) splatter that is pretty resistant to my wheel brushes, but does scratch off with my nail.
Any suggestions on a cleaning product I should use?
