Servicing problems?

Tried to upload pics to make this easy, but its not working!!.
Anyways, today I started the car and heard a rattling sound. Very concerned so lifted the bonnet and had a poke around. Came across a loose engine cover (one of two thats sits either side of the engine and borders on the two airtakes going into the turbo) held on by two plastic twist screws. One of the plastic screws was not screwed in, so decided to unscrew the other (as had difficulties in trying to screw the loose one in), lo and behold the casing comes off and the round plastic clip that goes around around the thing on the engine about a couple of inches in diameter has been replaced with a coat hanger....yes a [email]bl@@dy[/email] coat hanger. No wonder the thing was rattling away.
The car just had its 40k service to include a change of spark plugs which would have meant this casing needed to come off, leads me to believe the dealer did it......now as this was a metal coat hanger, could this have potentially caused a problem as this was very close to some engine thingys,ie, shorting the electrics etc.
What do i do...confront the dealer and demand the casing gets replaced and then demand further compensation for any potential damage this could have caused, or do i simply just take it on the chin and pay for a new casing out of me own pocket.
Your thoughts please.
