No fault claims

Its renewal time on my wifes Polo and I am wondering about no fault claims. In 2001 and 2003 my wifes car was hit by other cars and repaired with no problems, other parties admitted responsibility (and we have been with the same insurer for the last few years).
Actually i was driving the car when the first accident occurred in 2001, although when i told my insurers they said it wouldnt affect my premium.
On her renewal form it lists two claims, one against me and one against my wife from May this year. Her premium is quite high (£450) but if i go to Tesco I can get a premium of around £250, but if I enter in the 'claims' as listed on her current Eagel Star policy document it bumps the insurance up £150.

is this right - should we be penalised for these no fault claims? My wife has like 12 years no claims apart from these accidents, housewife, does about 5k miles per annum...
