Should be 12v on cranking then drops to 10V. Zero suggests that either the controller isn’t getting power (but you said you checked the fuses and relays) or it’s fried.

There are 2 fuses for the fuel pump controller. Number 28 and number 81 begind the driver’s side dash.

You could check that 12v is arriving at the controller at the 2 pin connector.

Sounds like an earth problem when you get weird voltages like that. Have you tried doubling the earth from the controller directly to a known good earth point?
