Replacement keys, Audi can't code

When I purchased my C6 RS6, I knew it was only coming with one key.
I purchased two used spare keys from a parts supplier, and has a key cutter change the shafts to match my orig key.
The part number and Mhz frequency of the keys is the same as the working, coded key that came with the car.
Went into Audi to have the spare keys coded, and after 30 mins the tech came out to say that the spare used keys I had purchased would not code to the car. He gave no explanation, apart from the fact that the keys just did not want to code to the car, and he cleared the 4 keys the car had coded to it when I brought it in, recoded the working key, but the two used spares would not work.
Q1: Is this another Audi BS train? They want me to purchase a new key through them for 180.
Q2: Is it possible that the used keys I purchased have hit some sort of recoding limit, or there is something else within the key that is stopping them from being coded to my car?
