DVD Decoder...help

Someone please tell me where I can download a dvd decoder to play Chubby's Oulton DVD [img]images/graemlins/spineyes.gif[/img] [img]images/graemlins/spineyes.gif[/img] [img]images/graemlins/spineyes.gif[/img]

Firstly, what format is it encoded in?

First...how do I determine what format it is in...Windows Media player just tells me to get the Microsoft decoder at a price.
Second...talk to Chubby.
