If there are PMs in your Outbox, it means the recipient has not read it.

Mine is in the outbox and wont send, it says that it is sent but it isn't sending them.??
I have emptied nearly all my messages but they still wont go?

does it mean the recipients mailbox is full?

It shouldn't have anything to do with the recipient's PM inbox. If it's still in your outbox, it means the recipient hasn't read it.
