Dashboard Issues etc

Hi,
Having some problems with my dash. The outside temp is reading-21 when itis nice and warm... after the engine has been running it will rise to -4 but is clearly wrong... I located the sensor and cleaned it, was clogged up, but has made no difference. has anyone had this problem ? Is it the temp sensr or the computer / display ? How do I test ?
Also hae a problem with the fuel gauge, it will register full when I fill the tank but will not drop below 3/4 forcing me to watch the trip counter to avoid running out. Noticed it happeed when I had a new fuel pump fitted. First thought was that the float was being obstructed by the pipes in the tank but when I watch the gauge, it is very jerky when the needle is moving up the scale when I turn on the ignition which makes me think the gauge may be donald ducked.....
Could these problems be related ?
Is there any way to test these parts...
On another topic, I have picked up a stainless steel manifold and wondered what the opinion is about the benefits over stock and are there any problems fitting them, look sbigger that what is there right now....
Appreciate any advice.
