My mates just bought one and power starts at 4k and is in full swing by 5k seems too laggy to me,is it normal or should he have it looked at?will tuning it help ie stage 1 chip?

They are a bit laggy however the turbo may not be too sharp. Check it it is boosting correctly and the turbine is free spinning.
I would cure the fault first rather than mask it with a chip.

i did solve the turbo sleep by working on the camshafts timing a good motorist can work on it quite easy i did it and it's far better however not as smooth as my old s2 coupe

Looks like he is runing gt35 if the car start to make boost at 4k , rs2 turbo starts to make boost at around 2.7-3k.
Best bet is to check for boost leaks, get it presure tested.
