Either your system has a leak and is (next to) empty; If you have access to OBD2 soft-/hardware (e.g. VCDS), you could read the pressure in the system and confirm. Or, the pressure sensor on the LP side is kaput, a common fault, then you'd have to exchange that. It lives right behind the front bumpe...

That was my understanding also (and I was just going to comment about it).
The DRC system is purely mechanical. It's behaviour cannot be modified by some software/electrical setting.

Disconnect the coil pack harness on both sides (carefully, those break easily, check YouTube for tips), then crank it a few times.
