Any relay is a very simple switch controlled by a constant positive or a negative pulse. I would be using a set of multi meters and checking whether you have these present and stable. If they are stable then it's a faulty relay. If not then the problem is the source of where the pulse is sent from.

Take a picture of the relay with the terminals showing and post it up.

the two bigger relays will do the same task-swap them around and see if fault moves...
on my car somebody had replaced the relay previously[first one] with an item from the antiques roadshow

you have to remove wipers, remove scuttle tray that wiper spindles bolt through, remove the big flat cover under the bonnet that runs along the back of the bay
remove ecu cover at drivers side after this[about 5 torx iirc] unclip ecu, relays are beneath

thats not your issue then
the relay will be cycling during the test to let you monitor its function on the car...

imho your issue is either stuck runners/valve under manifold
possibly lack of vacuum

i replaced all the relays[3] was about 20 odd quid-i think the 614 has been updated too...

Anyone know why all of my vacuum related output tests are failing ? There is vacuum to the pipes that run along the front of the engine and to the pipes that runs to the exhaust.
