How does that happen then, one side so poor relative to the other side? I was thinking maybe there's an imbalance with the hand brake left to right causing the rustiness but if they're fronts???

You wouldn't replace one disc only...

Hard to tell from those photos, but I would say the holes need cleaning out and perhaps change the pads to something more agressive with less dust; Ferrodo DS2500 or EBC Yellowstuff. Cheaper than replacing the discs. Are you getting vibration?

Harder pads will clean those up then I suspect and probably give better retardation.

Hard to tell from the pics.

They may have been changed and the car may have stood for a few weeks/months with a good coating of winter road salt.........

looks like they were scored and then left. the recessed bits aren't being cleared by the pads.
should only take a couple of good braking stops to clear the corrosion.

as for recently changed - BS.
