Engine not starting at times

Hi all,
Maybe you have an idea for the following issue:
Recently I have come across an engine which is difficult to start. It does crank, but the engine does not ignite. Only after a few turns it ignites, but a while back it did not ignite at all and the car was towed. The repair guys could not find any fault code, neither did I with OBD11, but they said that the spark plugs were at fault, 'fouled'. These were replaced. with engine running fine. Paravan cleaned as well (I understand this may otherwise cause water seaping in). Carbon cleaning of inlets completed. But, a week from being returned to me, the engine this evening started to show the exact same problems again: it does not start 2x, then it runs but with initially hesitation.
A lot of rain lately, with a car originating from the Middle East and now running in Europe. Car has 185,000 km's on the clock, mostly dealer maintained.
Can this be:
- fuel pump, low or high pressure
- fuel injectors (never cleaned/replaced; is there a likely interval for replacing these?)
- ignition coil
- crank sensor
- mass problem
- key less entry
